I have a feeling the chattering is what is causing this to occur, the chatter fix and bracket combined with the housing fix that issue.

The oil from mine is pooling up underneath the entire length of the assembly. I'm aware the engine is canted a bit so I'm sure the oil is getting by the oring that's in the vacuum housing itself and running downhill
Ahh, well that's sort of a relief in terms of how severe the issue is if that's the case. I used a dab of DOW55 on the ring and let it sit. DOW55's main purpose is to swell up orings after installing poppet valve style pneumatic stuff. It works very well.
