I would just put some raychem heat shrink over any exposed parts of the new ground strap and call it a day.What a mess. And to think the description in the illustration calls it, "a protected area". Obviously not enough!
After you clean up that whole mess and do the repair, I'd consider some protective coating as added insurance. Maybe Deoxit Shield?

You can buy a terminal eyelet at any auto parts store. Borrow the crimp tool and run a 3/8 bolt through it. Once you creat a clean ground.cost will be about $10There is supposedly a repair kit for this thing.

The issue with that would be the risk of frying potential sensors or modules that happeneds to be connected to the same wire you were testing. Since I'm not 100% sure what was connected to it I didn't dare use one. Also how many people have access to an insulation tester ?In the future, use of an insulation tester( megohmeter) would save you tons of time.
