Injection needle for bedplate to block seal

So before I put bed plate on, put the primer in the grooves all around, then put the loctite sealant on top? Bed plate on next then torque down?

Yes, the primer is very thin liquid... paint it onto both sides then put sealant in the groove like you're making a gasket. Just don't overdo it to the point it squeezes out into the block...

The injection process is basically bmws way of ensuring 100% seal with 0 chance of sealant causing a misalignment of the bed plate. It's not necessary though.
